BACKGROUND

The Government of Uganda, through the Uganda Coffee Development Authority (UCDA) received financing from the European Union (EU) under the 11th European Development Fund (EDF) to support the Development of the Coffee and Cocoa Value Chains, such that they could realize their full potential under the project “Coffee and Cocoa Value Chains Development (CoCoDev) in Uganda. The general objective of CoCoDev is to contribute to the Ugandan transition towards an inclusive, green, and competitive low-carbon economy with the creation of decent green jobs in a number of key sectors laid down in the Uganda Green Growth Development Strategy. Uganda Coffee Development Authority Contracted Q-sourcing Limited to provide recruitment services for the open position. Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.

 

Job Title: Administrative & Logistics Officer

Reports to: Project Coordinator
Duty Station: UCDA Headquarters, Kampala

 

Purpose of the Position:
The Administrative and Logistics Officer will be responsible for organizing and maintaining project files and records, keeping systems organized, and implementing all clerical and administrative duties under the project.

Duties and Responsibilities:

  1. Responsible for safeguarding all CoCoDev assets maintaining and updating asset register and submitting quarterly asset lists to the Finance and contracts officer including asset owner, condition of asset, and any repairs or maintenance needs ensuring all assets are tagged accordingly
  2. Maintain project records and assist in their movement, and develop control processes for efficient management of records;
  3. Organize meetings, workshops & training events, including production and distribution of necessary materials, taking and finalizing where required, and ensuring clear and efficient filing of the same;
  4. Responsible for end-month finalizations, bank reconciliations, withholding tax, work advances, cash reconciliations, and maintaining bank ledgers.
  5. Keep stock of office materials, equipment functionality, stationary, supplies, etc.;
  6. Draft correspondences and other project documents, and perform data entry, recording, printing, and filing duties;
  7. Manage and request for petty cash replenishment to the finance office;
  8. Prepare and raise requisitions and follow-up payments for office procurement for various supplies as needed.
  9. Track and monitor all advances to ensure timely retirement
  10. Reconcile bank, supplier, and service statements on a monthly basis
  11. Prepare monthly and quarterly reports and report variance for the NACORI grant
  12. Help ensure administrative systems, processes, and policies are in line with donor procedures.
  13. Responsible for the timely and accurate transaction bookings in both Excel and Sun Systems.
  14. Supervise the office assistant through regular performance evaluation, capacity development, and support.
  15. Timely filing of NSSF, WHT, LST, and PAYE returns. 9) Performing any other relevant duties assigned by the Project Coordinator.

Educational Qualifications:

  • A Bachelor’s Degree in Business Administration, Accounting, Commerce, Social Sciences, Development Studies, or Office Management
  • A postgraduate qualification in administration is an added advantage

Relevant experience:

  • Must have at least 3 years of working experience in administration and logistics in a reputable organization or donor-funded project.
  • Must have relevant working experience with donor-funded projects.
  • Good knowledge of financial and administrative procedures of Donor funded project and the Government of Uganda

The candidate should have the following competencies:
• Excellent communication skills both oral and written.
• Excellent interpersonal and leadership skills.
• Knowledge of MS Office packages.
• Records/data management skills.
• Ability to prioritize and plan effectively.
• Ability to multitask and cope with pressure at work.
• Good Customer and interpersonal relations.
• Highest degree of Integrity and Honesty.
