The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) with the Programme "Strengthening Governance and Civil Society in Uganda Ill" which is co-funded by the European Union. The main objective of the programme is that relevant state and non-state actors better fulfil their respective roles in terms of accountability, the implementation of good governance principles and the realization of human rights.

 CUSP II focuses on (1) a more conducive regulatory and operational environment for civil society, (2) strengthening meaningful and structured participation of civil society in inclusive sub-national and national development processes and (3) enhancing the responsiveness, sustainability, and resilience of civil society organisations (CSD). CUSP II endeavours to make linkages to priority areas under the EU Multi-Annual Indicative Programme (MIP) and German development cooperation. CUSP II is implemented through programme hubs in Kampala, Gulu and Mbale.  

GIZ is recruiting Advisor Digitalization to support the implementation of activities in the programme.

A. Kay Responsibilities
The Advisor Dlgltallzatlon will be responsible for:
Providing advice to CSOs throughout Uganda on interventions and cooperation on digitalization, e.g., on topics such as e-governance, digitalized information, and records management, reducing the digital divide (including in terms of gender), digitalization of services, access to information by citizens and media, digital participation, data protection and security, mindset change as well as strengthening of digital skills.

 

Advisor Digitalization performs the following tasks:
B. Specific Tasks
Strategic and conceptual work: 

  • Support the strategic alignment of interventions with the programme's goals.
  • Maintain existing partnerships with CSOs and establish new partnerships with CSDs, where applicable, to strengthen them in the area of digitalization. 
  • Maintain existing and identify new entry points for CSOs' participation in development and service delivery processes in the area of digitalisation at sub· national and national level. 
  • Conceptualise and pilot digital participation mechanisms together with CSOs and relevant government bodies
  • Support the programme management and colleagues in mainstreaming digitalization within the programme and within the cooperation sphere

Operational work:

  • Provide technical advice on e-governance, digital participation, participation in policy dialogues and development processes to CSOs regarding digitalisation, digitalized information and records management, reducing the digital gender divide, digitalization of services, access to information by citizens and media, data protection and security, mindset change as well as strengthening of digital skills. 
  • Provide technical advice and support to CSOs in connecting digitalization to priority areas of the EU's MIP.
  • Provide technical and capacity-building support to CSOs in the area of digitalization.
  • Manage consultancies in the area of digitalization. 
  • Provide technical advice on mainstreaming of cross-cutting issues including gender, youth, empowerment of marginalized groups, and others.

Communication:

  • Ensure regular, transparent, and proactive communication within the programme, including with administrative staff, and with other GIZ programmes.
  • Support the internal and external representation of the programme in coordination with the communication focal person in the hub, the Communication and PR Officer of the programme and the line management. 
  • Ensure visual documentation of activities, collection of stories and other relevant material with the appropriate consent.

Administration and Reporting:

  • Participate actively in the monitoring of the programme and exchange experiences and lessons learnt with other colleagues.
  • Provide timely input to M&E and reporting requirements, including means of verification.
  • Ensure the timely and diligent update of GIZ's reporting and monitoring tools

C. Required qualifications, competencies, and experience.
Qualification 

  • University Degree in a relevant field, preferably in Computer Science, Digitalisation, Digital Transformation, Social Sciences, Development Studies or similar.

Professional experience

  • Minimum 3 years of professional experience in the area of managing inclusive, human-centred digital transformation processes, digitalisation of institutions, a-governance, digital participation or digital empowerment of women and youth.
  • Minimum 2 years of working experience advising civil society organizations and/ or governmental institutions.
  • Profound knowledge of policy frameworks related to digitalisation such as National Development Plan 111 and related sector strategies, the Vision 2040, and the Digital Uganda Vision amongst others.
  • Experience of working on digitalisation in rural Uganda.
  • Knowledge and experience in gender mainstreaming, empowerment of youth and marginalised groups.
