The Uganda Investment Authority (UIA) is a semiautonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda. The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit, and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate hence the need to fill the vacant positions.

UIA seeks to recruit highly skilled, experienced, and motivated qualified individuals to fill the following position

Position Title: Director of Finance & Administration
Reports to: Director General
Directly Supervises: Deputy
Director of Finance; Deputy Director of Human Resource

 

Job Summary:
The Director, of Finance and Administration is responsible for ensuring that the Authority has the financial, human, and other support resources required to support the effective and efficient implementation of its approved work plan activities and its strategic objectives.

Specific Responsibilities:

  • Developing & putting in place financial control systems, human resource and administrative policy manuals and procedures in accordance with government regulations, and professional accounting standards while ensuring their effective operationalization once approved by the Board.
  • Advising the Board and the Director General of key Financial and administrative issues to enable them undertake timely and effective decisions.
  • Ensuring preparation of annual budgets and departmental work plans that optimize the resources available to the financial commitments of UIA in compliance with the provisions of the Public Finance Management Act 2015.
  • Participating in strategy formulation, implementation, and monitoring of the performance of the Authority in line with the approved strategic plan. 
  • Supporting the Board and the Director General to mobilize funds to enable implementation of the Authority’s mandate. 
  • Preparation of departmental Cash limit distributions for management approval while ensuring timely Disbursement of funds to enable effective implementation of approved work plans and budgetary discipline. 
  • Supervised of the Preparation of periodic financial reports within the statutory deadlines in accordance with the Government Treasury Instructions 2017 and the PFM ACT 2015 to prepare quarterly reports. 
  • Undertaking an advisory role to both the Board of Directors and Management on the financial performance of UIA in accordance with the approved budgets and reporting guidelines.
  • Ensure proper maintenance of accounting records, effective bookkeeping and other documentation, and record all financial transactions of UIA in line with Government financial procedures and accounting standards.
  • Reviewing and analyzing that all the financial commitments and payments by UIA are properly authorized, and settled in a timely manner in accordance with approved financial procedures.
  • Supervise the collection and banking of all revenues due to UIA in accordance with the financial procedures.
  • Supervise the Preparation of quarterly reports and advise Management on the financial performance of UIA in accordance with the approved budgets and reporting guidelines. 
  • Supervise the preparation of the Annual State of Investment Report in collaboration with all departments and in accordance with the Investment Code Act, 2019
  • Liaising with the office of the Auditor General for the conduct of audits and preparation of audit reports in accordance with Government reporting standards.
  • Ensuring safe custody of all assets of the authority and ensure that regular stock taking exercises are undertaken at least once every year.
  • Ensuring that the Authority has the calibre of staff needed to execute its mandate at all times while providing cost-effective administrative support services to all departments.
  • Directing, supervising, motivating, developing and appraising departmental staff. 
  • Perform any other duties that may be assigned by the Board and Director General

Key Result Areas:

  • Annual Budgets formulated and approved Financial, HR, and Administrative Manuals approved and operationalized
  • Cost-effective systems and procedures in place and operationalized 
  • Resources to support planned activities available and disbursed in a timely manner
  • Staff development plans are being implemented to ensure the availability of requisite staff
  • Financial reporting and accountability are provided in a timely manner, in conformity with the Public Finance Management Act 2015. 

Required Competences:

  • Must have a Master’s Degree in Business Administration, Financial Management, Finance and Accounting, and economics from a recognized, accredited, and reputable Institution
  • He/ she must have at least Ten (10) years of experience in accounting and financial management with at least three (3) years at the Senior Management level in a reputable organization.
  • Minimum of four years experience within a government setting advising the institution on Budgeting, financial management, and financial reporting respectively. 
  • He/she should possess an Honours Degree of Commerce (Accounting option), Accounting and Business Administration (Accounting option) from a recognized University. 
  • Possession of professional qualifications like ACCA or CPA is a MUST.
  • Proven strong leadership and management skills including strategic thinking and planning, team building, direction, and supervision. 
  • Proven experience with planning, implementation, and coordination of institutional work plans, projects, and programs. 
  • Strong communication, networking, advocacy, and negotiation skills.
  • Proven integrity and wise judgment. 
  • Proven knowledge of the Public Finance Management Act 2015. 
  • Certificates in computerized finance and accounting packages.
