Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with the Ministry of Lands, Housing and Urban Development is implementing a European Union and BMZ co-financed project “Improvement of Land Governance in Uganda (ILGU II)”. The specific objective of the ILGU project is: “Access to land as a central precondition for poverty reduction in rural areas has improved for certain population groups, especially for women and marginalized groups, in Central Uganda.” The ILGU II project supports the Ministry of Lands, Housing and Urban Development, in the documentation of land use rights of tenants on private Mailo and provides the mailo occupants with Land Inventory protocols in the districts of Mityana, Mubende, Kassanda, Kiboga, Butambala and Gomba. The project has also piloted the issuance of certificates of occupancy.
GIZ is recruiting a Junior Rural Development Advisor to support the implementation of its programme.

Job Title: Junior Rural Development Advisor ILGU component (Responsible Land policy in Uganda)

A. Key Responsibilities
The Junior Rural Development Advisor will be in charge of;
• Liaising with the District Land offices and Ministry Zonal offices on data management and Update.
• Support the review of completeness and quality of data of Land inventory documents prepared and submitted by project implementation partners.
• Support training and backstopping on Land inventory teams.
• Support the cleaning of existing land inventory data Support decentralized land service structures in handling IT equipment for land services.
• Support the Area land committees in the processing of certificate of occupancy data.
• Support the preparation and organization of workshops. The Junior Rural Development Advisor performs the following tasks:
B. Specific Tasks
1. Supporting Land inventory data capture
• Technical backstopping and capacity building of land inventory teams.
• Support to Area Land committees in the collection, processing, and management of inventory data.
• Performs quality checks for completeness, consistency, and correctness of the LIPs before printing by the service provider with close consultation with the Technical Advisor on Land management and Tenure Data Quality Assurance.
• Compiles regular reports on the quality-controlled data and LIPs (cleared, differed LIPs) for feedback to the user rights mapping partners in consultation with the Technical Advisor on Land management and Tenure Data Quality Assurance.
• In collaboration with the district staff surveyor, ensures that the checked LIPs are printed and submitted to the Sub County leadership for distribution to the farmers.
• Supports the Technical Advisor on Land Management and Capacity Building in organizing and facilitating project partner training activities.
2. Data Management
• Performs Land inventory data quality control in close liaison with the technical Advisor on Land management and Tenure data.
• Prepares an orderly and secure filing system for the distributed LIPs and ensures that all distributed LIPs, landlords lists are of quality print and recorded in a systematic manner for easy tracking and retrieval.
• Supports decentralized sub county land administration structures in handling IT equipment at the subcounty for provision of land services.
• Backstops the data managers at the Subcounty in close collaboration with the district staff Surveyor.
3. Issuance of LIPs and Certificates of Occupancy
• Ensures that LIPs are submitted to the sub-counties by the mapping partners are acknowledged and signed for by the chairperson or member of the Area Land Committee for the respective sub-counties.
• Ensures that the mapping partner supports the process of issuance of LIPs through preparation of the subcounty LIP distribution and receipt register.
• In collaboration with mapping partner sub county land administration structures ensures that data on LIPs and COOs is disaggregated by gender for submission to the Monitoring and Evaluation expert.
• Supports the Subcounty Area Land Committee on the processes of application and issuance of Certificates of occupancy.
Other Duties/Additional Tasks
• Supports the monitoring of the use of Land Inventory documents to secure user rights and access to finance.
• Supports with technical back stopping in the self-financing sub counties.
• Performs other duties and tasks at the request of management.
C. Required qualifications, competences, and experience. Qualifications
• Degree in land management or surveying, cartography, or relevant field.
Professional experience
• One (01) year of experience in Mailo user rights Land documentation and Land rights.
• Experience in the context of securing Land rights on Mailo Land in Uganda.
• Very good knowledge of English and Luganda.
