JOB TITLE: MANAGER FINANCE
LEVEL: 3
DEPARTMENT: FINANCE
REPORTS TO: HEAD OF FINANCE

Position Function Implement and monitor financial management activities within the framework of Uganda Post Limited and ensure all policies and procedures, government regulations, accounting standards, and local laws are complied with in line with UPL goals and objectives.

DUTIES AND RESPONSIBILITIES
1. Manage and monitor cash flows and the liquidity position of the organization to ensure UPL meets its financial obligations in line with approved guidelines and policies.
2. Prepare annual plans and budgets for the department and guide implementation of planned activities in line with UPL’s Business plans and policies.
3. Contribute to the income-generating and sustainability initiative of UPL.
4. Check and approve all payment requests (within approval limits) to ensure adequate supporting documents, in a defined area of work for ease of reference and retrieval.
5. Review and analyze accounts/balances relating to the general ledger control account and reconciliations of subsidiary schedules ensuring accuracy and prompt processing as per UPL guidelines.
6. Prepare and submit periodic financial reports, schedules and tables in line with UPL and statutory requirements to the Head of Finance on time for review, submission and presentation.
7. Consolidate annual cash flows for review to the Head of Function (HoF) and track and monitor fund availability in all bank accounts.
8. Review and submit to the Head of Function payroll for review and approval.
9. Check all transactions for correct coding, post into the system and review reconciliations of subsidiary schedules/records, sundry suspense debtors, and creditors accounts and ensure no amounts are held unresolved for undue periods of time.
10.Prepare and attend to the needs of internal and external auditors and implement recommendations in line with UPL’s Strategic Plan and guidelines.

PERSON SPECIFICATIONS
Qualifications:

• An Honours Bachelor’s Degree in Commerce, Business Administration, Financial Management or Accounting majoring in Accounting from a recognized University.
• Membership in a reputable Professional Accountancy body such as ACCA, CIMA or CPA.
• Post Graduate Diploma in Finance, Accounting orBusiness Administration.

Experience: • Six (06) years’ experience in accounting, finance or a related field at least four (04) of which should have been at the Accountant or Supervisory Level in a reputable organization.

2. JOB TITLE: MANAGER INFORMATION TECHNOLOGY (1 Position)
Level: 3
Department: Human Resources and Administration
Reports to: Head, Department of Human Resources and Administration

MAIN PURPOSE OF THE JOB
To plan, manage, supervise and maintain Posta Uganda’s IT infrastructure and related IT-enabled services to achieve operational improvements for the organization.

KEY RESULT AREAS
1. Plan, design and maintain the organization’s IT infrastructure and services
2. Provide effective contract management for all service providers ensuring maximum productivity on all Service Level Agreements
3. Manage the IT infrastructure performance adjustments and upgrades to ensure the presence of a secure and reliable service to both staff and clients
4. Review, recommend and implement policies and procedures to support the IT function
5. Ensure compliance with National IT related regulations, standards and policies
6. Review, design and implement effective security controls
7. Develop the annual plan and budget for the IT function in line with the UPL Business Strategy
8. Provide support to the team through training, mentoring and capacity building to ensure effective performance.
9. Contribute to income generating and sustainability initiative of UPL
10. Monitor and report the IT systems’ performance and status to the IT Coordinator and the Management.
11. Supervise, motivate, appraise and build staff capacity in the IT department in line with the organizational needs and Human Resource policies, and procedures.

KEY PERFORMANCE INDICATORS
■ An updated inventory of all ICT equipment
■ Updated IT Risk Register for UPL
■ Timely submissions of reports
■ Functional IT Infrastructure (including telecom and intercom systems)
■ Compliance reports to National IT standards and Policies

Qualifications
• Bachelor’s Degree in Computer Science, Information Systems, Information Technology.
• Master’s Degree in any IT related field
• Certification in ITIL/Prince2/PMP/MCSA will be an added advantage

Experience
• Five years’ experience in the design, implementation and management of IT infrastructure and networks as well as IT service support in a busy environment
• Demonstrated IT project management experience will be required
