EXPRESSION OF INTEREST
RECRUITMENT OF THE PROGRAM SUPPORT TEAM
(INDIVIDUAL CONSULTANTS)

Background

The Government of Uganda (GoU), represented by the Ministry for Kampala Capital City and Metropolitan Affairs (MKCC&MA), is planning to launch a new program to support special urban needs for infrastructure improvement – the Greater Kampala Metropolitan Area Urban Development Program (GKMAUDP), which will be supported throughout the implementation by a World Bank International Development Agency (IDA) Credit to the tune of US$566 million. The program support will be for a 5-year period, (FY 2022/23-2027/28), and will encompass support to urban infrastructure development, institutional strengthening and capacity enhancement, support to core Ministries related with these activities, as well as to program management arrangements and institutional strengthening.

The GKMA-UDP is designed using the Bank’s new lending instrument – Program for Result (PforR) whereby disbursement is linked to actual results agreed upon and realized on the ground. To mitigate any capacity risks, Government has decided to recruit a Program Support Team (PST) who will assist the MKCC&MA and the participating sub National entities in the implementation of the Program. The PST will be employed as Individual consultants on a two year renewable contract based on performances and composed of the following specialists:

A.  Title: Programme Coordinator
      Reports To: Under Secretary Finance and Administration/AO

Qualification – Master’s degree in Engineering, Business Administration, Economics, Urban Planning, Urban Management, Public Administration or related field with at least 15 years working experiences in project management. Experiences in managing World Bank funded projects will be an added advantage. Shall have a proven integrity record.

B. Title: Procurement Specialist (PS)
      Reports To: The Programme Coordinator

Qualification – A Master’s degree in either Procurement, Commerce, Business Administration, Law, Engineering or related field and must be a qualified member of a professional body such as CIPS, with at least 15 years experiences in public procurement with at least 5 years’ experience in Local Government Procurement. Knowledge of World Bank procurement procedures will be an added advantage. Shall have a proven integrity record.

C.  Title: Monitoring and Evaluation Specialist (MES)
      Reports To : The Programme Coordinator

Qualifications – Bachelor’s degree in a relevant field such as Economics, statistics, Social Sciences, Development Studies or Management from a recognized university plus a Master’s Degree in any of the above fields with working knowledge of SSPS or any appropriate computer software to analyse raw data and present them in concise tabular or graphic forms. Should have experience of at least 15 years in similar field. Shall have a proven integrity record.

D. Title: Finance and Accounting Specialist
      Reports To : The Programme Coordinator

Qualification – A Bachelor’s Degree in Commerce, Finance; Accounting; Business Administration and Master’s Degree in Business Administration. Must be a qualified member of a professional body such as ACCA or CPA with at least 15 years working experiences in managing public financial affairs. Shall have a proven integrity record.

E.  Title: Infrastructure Development Specialist
      Reports To : The Programme Coordinator

Qualification – A Degree in Civil Engineering and a Master’s Degree in Engineering from a recognized University with at least 15 years experience. The person should be a registered engineer with at least 5 years’ experience in supervision, design and construction of urban infrastructure projects. Knowledge of World Bank procurement procedures will be an added advantage. S/he shall have a proven integrity record.

F.  Title: Infrastructure Development Specialist
      Reports To : The Programme Coordinator

Qualification – A Degree in Civil Engineering, Transport Engineering, Water Engineering or Construction Management from a recognized University with at least 10 years’ experience in engineering work. The person should be a registered engineer with at least 5 years proven experience in the design, construction and supervision of urban infrastructure. S/he shall have a proven integrity record.

G. Title: Environmental Specialist
      Reports To: The Programme Coordinator

Qualification: A Bachelors’ in Environmental Management or Natural Resources/ Biological Sciences and a Masters in Environmental Science or related degree from a recognized university with working experiences in GoU environmental policies and laws as well as knowledge of GoU land laws. At least 10 years of relevant experience. Shall have proven integrity record. Knowledge of World Bank environmental and social safeguard policies and operations will be an added advantage.

H.  Title: Social Development Specialist
       Reports To: The Programme Coordinator

Qualification: The Sociologist shall have a Bachelors and a Master’s degree in Social Work, Sociology, Anthropology or related Social Sciences and at least 10 years general experience and 7 years specific experience in development work. Consultancy experience in feasibility studies involving social and gender components, resettlement action plan development, social impact assessment and mitigation measures of infrastructure projects is a must have. Shall have proven integrity record. Knowledge of World Bank environmental and social safeguard policies and operations will be an added advantage.

I.  Title: Physical/Urban Planner
     Reports To: The Programme Coordinator

Qualifications: A Masters in Physical Planning, Urban Planning, Urban and Regional Planning or Spatial Planning from a recognized university with at least 10 years practical experiences. Experience in project planning and Management. Experience with donor funded Projects will be an added advantage. Shall have a proven integrity record.

J. Title: Communication Specialist
     Reports To: The Programme Coordinator

Qualifications: A Masters’ degree in Journalism, Public Relations, Mass Communication, Media Studies, Development Communication or relevant field from recognized Institutions. Minimum of 10 years of experience designing and implementing effective internal/external communications strategies, underscored by effective communication (writing) skills with Government of Uganda Ministries, Departments and Agencies and at least 5 years similar working experience with Donor funded Programs. Proven experience and successful track record of implementing citizen and stakeholder engagement strategies and techniques. Proven ability to deal with media and diverse stakeholders, including civil society and advocacy groups at national level, Excellent writing, speaking, presentation, interpersonal and diplomatic skills as well as ability to work collaboratively in a multi-stakeholder team environment and Proven experience managing crisis communication strategies. Shall have a proven integrity record.

K Title: Local Economic Development Specialist
     Reports To: The Programme Coordinator

Qualifications and experience: An advanced Degree in Business Administration, Economics, Urban planning, Public Policy, or related field Minimum of 10 years of experience preferably in local economic development and/or in supporting municipal development. At least five years similar experience with Donor funded Programmes; demonstrated ability to interact regularly and professionally with senior host- government, local government and private sector counterparts on policy and other strategic planning issues; strong communication and interpersonal skills, ability to work with all levels and functions within the company; requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Must also be able to foster supportive working relationship among all staff.
