The National Identification and Registration Authority (NIRA) was established by the Registration of Persons Act (ROPA), 2015 and is mandated to establish and maintain the National Identification Register (NIR). The Authority is also charged with among other things; the registration of citizens and legally resident aliens; assigning National Identification / Alien Identification Numbers (NINs/AINs) to qualifying persons and issuing Identification Cards to those 16 years and above; registration of births, deaths and adoption orders and issuance of the relevant certificates. In order to adequately fulfill her mandate, the Authority seeks to fill the following vacant positions:

APPLICATION PROCEDURE: Applications are invited from suitably qualified Ugandans for the following vacant positions that exist at NIRA. Interested and qualified applicants should submit their applications clearly indicating the position applied for to the Executive Director-NIRA. Applications (in triplicate) should include detailed up-to-date curriculum vitae (CV), certified copies of academic and professional certificates/ testimonials, photocopy of the National Identity card and attach recent passport size photographs on each copy of application submitted.

Job Purpose
To enable the acquisition, development and retention of human resources and oversee all aspects of human resources policy, processes and procedures to ensure proper and effective implementation of NIRA’s mandate and objectives.

Key Responsibilities & Duties
1. Participates in the development and implementation of a human resource management and development strategy and initiatives aligned to NIRA’s objectives.
2. Contributes to the development and implementation of human resources policies, procedures and guidelines.
3. Reviews the Performance Management System (PMS) and tools on a regular basis to make them more effective and relevant for the needs of the Authority.
4. Ensures that all management have the ability to use the PMS to review and develop staff performance in accordance to HR policy and guidelines
5. Coordinates the performance management cycle of staff according to existing policy and guidelines and assists supervisors to develop staff performance review reports outlining staff development and training plans for the ensuing period.
6. Consolidates the annual staff performance review report for discussion by management.
7. Implements management plans pertaining to welfare and employee relations including terms and conditions of service.
8. Work with Heads of department and Managers/supervisors to develop annual leave schedules to ensure that the business of the Authority is not prejudiced and leave liability is minimized.
9. Maintains high level of discipline of staff and compliance with the policies, procedures and guidelines of the Authority and benefits administration.
10. Monitors the implementation of remuneration packages and ensure effective management of the payroll.
11. Ensure accuracy and completeness of staff records and personal files as per the set guidelines.
12. Handle staff discipline and grievances and escalate to the Head, Human Resource in accordance with policy and procedure guidelines.
13. Ensures that staff job descriptions are reviewed regularly to reflect changes in their jobs and other business requirements.
14. Develops career development and succession plans.
15. Performs any other duties as may be assigned from time to time by the Director, Human Resource Management.
