The government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the “Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented jointly by the Private Sector Foundation Uganda (PSFU) and the Ministry of Gender, Labor, and Social Development (MGLSD). PSFU is implementing Sub-Components 1c, 2b, 2c, and 4b of the Project, through a Project Coordination Unit (PCU). PSFU now invites suitably qualified and experienced individuals to express interest in the following positions under the PCU:

PROJECT ACCOUNTANT  
Reports to: Deputy National Project Coordinator/ Project Coordinator - PSFU thru the Project Financial Management Specialist
Duration: 3 Years subject to 6 months probation.


Job Purpose:
The objective of this assignment is to ensure timely implementation of the GROW project and day-to-day finance function activities of budget execution, processing accounting transactions, providing updates on project expenditure, and participating in the preparation of periodic financial reports.

 

Duties and Responsibilities

  1. Provide oversight to the overall GROW’s financial management functions including recording, reporting, budgeting, accounting and banking, and treasury activities ensuring full compliance with the Project Operations Manual;
  2. Monitor the project budgets, expenditures, and costs and ensure control over project funds use; 
  3. Carry out analysis of payment requests and reconcile them with approved documentation including Local Purchase Orders (LPO) and contracts. 
  4. Process and post payment invoices into the financial management system in line with approved work plans. 
  5. Process payments to grantees and service providers and remit statutory deductions to relevant authorities in accordance with operating guidelines. 
  6. Generating summary of LPO in the financial management system on a monthly basis, preparing reports on outstanding payments/obligations, and extracting periodic commitment control Reports.
  7. Updating expenditure control cards for contractual payments and ensuring no contract over-runs
  8. Reviewing reimbursement claims submitted from GROW project beneficiaries and project implementation unit and processing payment in compliance with operational and financial procedures. 
  9. Reviewing expenditure accountability documentation for completeness, adequacy, and compliance with financial and operational guidelines. 
  10. Perform monthly bank reconciliation and prepare reconciliation statements for review and approval. 
  11. Preparation of quarterly IFR and other periodic progress management reports in accordance with donor guidelines. 
  12. Update stores records and the assets register as appropriate.

 

Minimum Qualifications, Experience,

  • Master’s degree in Commerce, Business Administration, or Financial Management (Accounting Option) or related disciplines from a recognized degree awarding institution. 
  • Professional Accounting qualifications such as ACCA, CPA, and membership to the Institute of Certified Public Accountants of Uganda (ICPAU); 
  • 5 years of practical experience in accounting and operational procedures of which three (3 years) with World Bank-funded projects; 
  • Computer literacy with knowledge of the use of Accounting Software Applications. 

The selection will be conducted in accordance with the procedures for the selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations).
