The project on Agroecological Innovations for Smallholder Pest Management is being implemented in Malawi, Uganda, and Zambia as an individual fund measure of the “Fund for the Promotion of Innovations in Agriculture and Food” (i4Ag), a global fund financed by the special initiative “One World without Hunger” (SEWOH). The aim is to sustainably strengthen the resilience of smallholder farmers to pest infestations in crop cultivation. To this end, an applied research project is being carried out for the participatory testing and local adaptation of agroecological innovations for pest management in the countries of Malawi, Zambia, and Uganda.
The project contributes to the fund’s priority theme “Agricultural Research and Extension”, including the priority themes “Cooperation with the Private Sector” and “Digitalisation”, and contributes to achieving the goals of the SEWOH module i4Ag. In Uganda, the project activities are implemented as part of the Rural Development Programme (PRUDEV), which aims to improve agricultural development of the rural economy in selected regions of northern Uganda. A. Key Responsibilities
The Rural Development Advisor will be in charge of:
• Implementation of all activities (Planning, Preparation, Implementation, Reporting) with regards to agroecological pest management and a special focus on Fall Armyworm implemented by GIZ.
• Regular and close engagement and collaboration with ICIPE regarding their implementation in Northern Uganda.
• Regular and close working relationship with GIZ Zambia as the DV of the project.
• Providing technical advisory services and capacity development support to the counterparts in selected districts in Northern Uganda, with a specific focus on agroecological pest management.
• Advice and support selected farmer groups in identifying business opportunities with regards to agroecological pest management; support linkage with private sector.
• Identification and preparation of potential public-private Partnerships (IEPW).
• Ensure linkages between policy advice on district level and implementation of Integrated Pest Management with farming communities; sharing of experiences and lesson learnt on national level.
• Regular advocacy and awareness raising with MAAIF.
The Rural Development Advisor performs the following tasks:
B. Specific Tasks
Coordination / Advisory Services
• Coordinate relevant project activities at local level in cooperation with the partners, both as regards implementation and preparing organisational aspects.
• Close linkages with farmer cooperatives on implementation; Technical Backstopping to Community-based Trainers and their training to farmers.
• Provide advice to district counterparts, support knowledge building and promote increased awareness on Fall Armyworm (FAW) and IPM.
• Advice and support selected farmer groups in identifying business opportunities with regards to agroecological pest management; support linkage with private sector.
• Facilitation of policy dialogues and exchanges on district level (Agricultural officer, extension staff).
• Ensure regular communication and engagement on FAW with MAAIF on national level.
• Awareness raising about agroecological pest management and FAW on national level with relevant stakeholders (MAAIF, MoLG).
• Develop and organise quality assurance measures and suggests necessary changes, improvements and initiatives to the services providers/consultants.
Networking and Cooperation
• Support cooperation, regular contact and dialogue with relevant organisations, non-governmental agencies and private sector actors on FAW and IPM; create linkages for ICIPE with relevant stakeholders (e.g. Ngetta Zardi).
• Facilitate experience-sharing and knowledge exchange between relevant actors on district and regional level.
• Close linkage with DV Zambia and relevant colleagues.
Knowledge Management
• Development of knowledge and communication material; information dissemination on FAW and agro-ecological pest management practices.
• Prepare appropriate inputs for various project reports including annual reports, and contributes to the other reports required by the DV Zamibia, GIZ Head Office.
C. Required qualifications, competences, and experience. Qualifications
• Master’s in Agriculture, Agricultural Economics, Environmental Governance, Agroecology or related field.
Professional experience
• 6 years’ professional experience in a comparable position in the area of agriculture, pest management and or related areas.
• In depth knowledge about Agroecological Pest Management, Fall Armyworm.
• Local or regional work experience in the area of integrated Pest Management.
