University Research Co., LLC (URC), a USbased public health organization working in Uganda since 2005, is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 11 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. URC is seeking qualified candidates to fill the following positions;
SENIOR ADVISOR FOR PMTCT AND PEDIATRIC/ADOLESCENT HIV – JINJA (1)
The Senior Advisor for PMTCT and Pediatric/Adolescent HIV will provide senior level strategic planning and technical leadership for PMTCT and pediatric/adolescent HIV programming to USAID RHITES-EC Activity teams, as well as the 11district local governments and their structures. The position holder will also build and effectively manage PMTCT/pediatric/adolescent HIV partnerships at various levels teams including the Ministry of Health, Development and Implementing Partner Networks, as well as within and across the EC region districts.
The job holder should have: (1) Academic Qualifications:– A Post-graduate qualification in Pediatrics, Public Health, Epidemiology or other related qualification with a Bachelor’s degree in Medicine (MBChB). (2) Work Experience:– (a) At least 5years working experience working with PMTCT/pediatric/adolescent programs in Uganda or other developing countries. (b) Experience with PEPFAR funded projects, including current and deep knowledge on pediatric, PMTCT and adolescent HIV programming is highly desirable. Significant and demonstrable experience collaborating, developing and managing partnerships with Ministries of Health/National Programs, District Local Governments, Communities, PEPFAR Agencies, NGOs, and/or other stakeholders in the relevant areas regarding alignment with national policies and strategic plans (3) Key Personal Competencies:– Excellent oral and written communication skills. Demonstrated leadership, interpersonal and teamwork skills with ability to lead multi-disciplinary teams.
GRANTS MANAGER – JINJA (1) Re-Advertised
The Grants Manager will be responsible for the financial and sub-contract management of grants from the funds received under the project. S/he is responsible for grant monitoring and capacity building of recipients including internal control procedures, ensuring compliance with Cooperative Agreement and Sub-agreement(s) terms and conditions, URC policies & procedures, and USAID rules, regulations & cost principles. S/he will oversee & ensure effective administration of sub-grants to enhance accomplishments of project’s activities and deliverables.
The job holder should have: (1) Academic Qualifications:– A Master’s degree in Business, Management, Finance, Administration or a related field. (2) Work Experience:– At least eight (8) years’ experience managing the financial and administrative components of grants, grants-under-contract, and subcontracts; in donor-funded programs in the health sector. Experience working with USAID-funded projects is mandatory. Proven experience in sub granting to Civil Society Organizations, Community Based Organizations and districts is required. Demonstrated project management skills and understanding of corporate and/or non-profit human resource management practices. (3) Key Personal Competencies:- Excellent interpersonal communication and organizational skills.
GRANTS OFFICER – JINJA (2) Re-Advertised
The Grants Officer will work closely with the Grants team to manage grants provided to health units supported by the project. This includes the accurate maintenance of a tracking record of grantee expenditures and advances, reviewing grantees’ financial reports, building financial management capacity among grantees, ensure compliance with USAID rules and regulations, and orienting grantees on subgrant requirements.
The job holder should have: (1) Academic Qualifications:– Bachelor’s Degree in Business, Accounting, Management, or other relevant field. Level 2 ACCA or CPA completed. (2) Work Experience:– At least five (5) years’ experience in the grants management for Civil Society Organizations, Community Based Organizations and or large donor-funded development programs (USAID desirable). Experience working with USAID-funded projects is mandatory. In-depth knowledge of US Government cost accounting and procurement procedures (3) Key Personal Competencies:– Excellent interpersonal, communication and organizational skills.
